Should the inside wall plastering should be smooth or slightly rough. The civil contractor said that if the plastering is rough then the grip will be good for painting. And if the plastering is smooth then the paint will chip off in some time.
Plastering should always be smooth no matter what. Plaster in itself is granular so it will be rough on touch but it should be applied in one level on wall otherwise the POP work won't be fine and you may see undulations. Paint happens on POP work.
