Standard cabinets are 24 inches deep minus 1/2 inch for the rear panel. Standard drawers are 21 inch deep so that would be 2 1/2 inches. Most codes require a 3 inch duct line for the vent so that math doesn't add up. The drawer manufacture (guessing Blum) makes 12, 15, and 18 drawer runners. These appear to be their Orga line. I have never used them so I am not sure about their depth options. 15 or 18 inch deep drawers would work depending on the vent port location.
There is not a down draft behind the cook top. We have a wall vent installed with an internal blower. When we use a down draft with a cook top we usually cannot install drawers. if there is enough room behind the cook top in the counter as in an island application, then we use reduced depth drawers.
