Mahesh, I am a bit confused when you said 'ceiling lights' would be too bright. Both panel lights and COB are ceiling lights.
Assuming that you meant panel lights would be too bright . So both these lights come in different wattages 3w to 50 w which in-turn decide the brightness and not particularly the type of light.
Panel, Down or COB lights have different purposes and usage and should be selected based on functions. E.g. COB is used for highlighting a particular object whereas Panels are for diffused lighting a particular area.
There are quite a few factors in lighting which should be considered to plan the illumination properly. An electrician may not be a ideal person to suggest the type that will enhance/diminish the value of the house.
