That is a really beautiful tile. I don't think I'd pair it with a Callacatta type quartz, but I'd choose a plain white quartz (every brand seems to have one). Find one where the white in your tile matches the white of the quartz. Any quartz that looks like Callacatta is going to have grey veining and I don't think it would work well with that tile.
If that were my kitchen I'd then consider a dark blue island, with white cabinets otherwise.
I think most people here on Houzz will tell you that you're putting the cart before the horse by choosing the backsplash tile first. Have you got other elements chosen already?
I think it is completely doable to make this choice first and build your other choices around it. I assume this tile would be the star of the show and all your other choices would be the supporting players.

This probably isn't the right shade of blue... but the white perimeter and blue island paired with your tile would be quite pretty.
Another way to use blue on the lowers with white uppers.
Here is another tile that is clearly the star of the show. Substitute your choice into a scene like this and I think it would be fantastic. Note how the leaded glass in the doors mimics the pattern on the tile? Really pretty touch as well and something you could consider.
