Endless Deck Painting and still peeling. Help!

I have been working on repainting our huge deck for two years. I thought the previous paint was either oil based or acrylic so I have tried the both.
This year I found both types of paint are cracking and peeling off in some areas.
I am at my wits end. I didn't think this was going to have to work on it EVERY spring/summer/fall.
i asked my neighbor's paint contractor what I am doing wrong. He said he can't find any errors in my work. He suggested I get Coronado paint from BM. He claims it is like paint and stain. He said it would grab onto the bare wood like a stain but leave a paint finish over bare and painted areas.
I am looking for a confirmation of his take on my endless project or advice to the contrary.
