Pooja Area would be on the dining area maim wall.

A swing with reading lounge would look good for the stair area.

Partition should depend on the remaining interior plan.

North east is the best location for pooja room. It can face east or west. Dining position on the west wall is okay but if you dont prefer to have pooja where you eat it is best positioned on the eastern wall of the foyer.

Since the height under the stair is low you will need to lower the floor area if it is already not built by 30 cm and you could use it as a study area , a computer table or an ironing space . The first flight can be covered and used for storage. If the stair is a metal stair you can design an internal courtyard there.
