Do you have any images of the flooring. It could be due to many factors workmanship, retention of micro pores or inadequate curing and even water proofing quality if done on exteriors.
Was this done by casting mosaic at site or ready made tiles. Usually the later solves many of these issues.
Anyways the good news is that most of the cracks van be repaired and repolished to make them disappear.
