I believe the vents you are referring to are exhaust vents for attic ventilation. These particular vents are O'hagin vents (I attached a picture for reference). There are many ways to ventilate an attic, but each way will naturally have a "best application." For this particular homeowner, the vents we suggested were passive, using natural convection (heat and moisture rising) by pulling air in from under the overhang, and required no wind assistance.
