Sorry to hear that, was there a disgreement or a dispute before this started. You can try checking from an alternate number/profile and check with the reference.

These are COVID times and many of things may have changed. However, not honoring commitments is not a fair practice. 

Try reaching or tagging their social media profiles, if these don't work then going legal is the only route.
