There is no steadfast rule on how high to mount your faucet over a vessel sink. On another note, you should consider the projection of the faucet. It is best to have the water strike the center of the bowl. This example is placed high and looks great, and notice the water hits the center.
I have found that 4" to 6" clearance from the sink rim to the spout keeps splashing from hands to a minimum. The higher the spout, the higher people place their hands and are more likely to splash water out of the sink. I agree with Chroma Design that the projection of the spout over the center of the sink reduces splash- back of water when hitting the drain directly.
