Rules can be tricky, because it really depends on the chandelier, for example, does it have a small metal part in the middle or any crystal pieces which hang lower than the majority of the chandelier? there are too many recessed lights in your foyer. the color temperature is also white which is not recommended for foyers. Warm white with temperature around 2700 - 3000 k i will prefer. other then that a chandelier can be an excellent option in the foyer. consider either contemporary chandeliers or Sputnik chandeliers.
