The grass is Mexican Feather Grass (Nassella or Stipa tenuissima) and no, it is not native here. In fact it is considered invasive in California and warmer climates. It does self-sow here as well but it is a matter of sometimes pulling up a handful of seedlings, not hundreds. Still, something to consider.

Another great alternative is Bouteloua gracilis 'Blonde Ambition'.
