Our bathroom is the smallest room in our house. Width = 5 feet and depth = 8 feet. This is this the size of our bathroom. What does this size give us ? A step over bathtub with shower, A small vanity with matching small medicine cab, a toilet (of course), shelves over the toilet, a floor to ceiling (skinny width) closet to house things like towels.
You can easily do 5' x 4' for a sink and toilet but a pocket door would really be a must or a door that opens out. I love doing powder rooms they are like little jewel boxes you can really splurge because you don't need much to make it awesome.
I agree with Patricia. A powder room only requires a sink & toilet, not a tub or shower. If you have limited space you can do a 5' X 4'. You probably wouldn't have room for a pocket door, but you could swing the door outward if needed. Good Luck!
