Purpose of horizontal roof bars. Snow guards?

I have a standing seam roof without snow guards and haven't seen the system in this photo. Looking for ideas.

Yes, that is a snow guard system that serves the same function as snow cleats to keep snow from just dropping off the eave and hitting either landscaping or people. Hope that helps.
