Horizontal joint piller at first floor ?

The question may confuse, let me explain bit - I built a 2 bhk house with 1500 square feet 5 years before. The engineer told me only 2 pillers enough and that will be placed in portico then i suggested since this is my first house so make entire construction on piller which finally we got 12 pillers vertically. The issue i am thinking here is at 12 feet level no Horizontal joint piller made between the 12 vertical piller. Since i dont know have much knowledge i didn't question him at the time of construction.


now i discussed this with other people they say its useless since its not connected at roof level.


so now i am thinking of build the first floor so any way to improve or fix the piller joint.

or tell me the opinion. The max i wud build is 2 floors.
