Diagonally positioned tiles create interest on a floor. However, be prepared to have a lot more waste than if you were to place them parallel to wall. Before you decide how to install the floor, consider the overall look, feel and style of your interior. Tiles installed at a diamond orientation communicate more of a classic, traditional interior than the parallel method. It is more a matter of aesthetics than anything else.

So you want to construct the kitchen along the two 7' length walls facing each other and along the 9' wall that joins them? It can be done if the space is used practically. But first please share your floor plan to show the position of the doors and windows too. Only then can once figure out how best to utilise the space

The cheapest rate of construction per square foot (including material and labour) would be around 1500/-. So you could probably construct a modest 650 sft home, using very basic material. eg floor tile s@ Rs 40/- per sft. Be prepared for escalation in costs during these times
