Sorry - did not see this question till now. That plant is one of my favorites: Salvia chamaedryoides. Very low water requirement, has a running habit - but NOT invasive. Very long lived in my garden in Corona Ca. And the best for cobalt blue flowers. Hummingbirds love it. Maintenance: I just top the whole plant when it looks rangy and get rid of the dead wood.
