You need to contact local architects and ask for proposals for doing the design for you. Their fees should include architecture and structural engineering. Most architects have a structural engineer as their consultant. This fee might be about 10% of the estimated construction costs, but it varies by regions.

Usually, in addition to the architect and structural engineer you will probably need a topography survey by a civil engineer and maybe a soils report by a geotech engineer.......but your architect will be able to help you with this..
