If you want to remove the paint, you can rent a sandblaster and test it out; the main thing you want to watch for is if it is damaging the mortar. Otherwise, you could add sand to paint and either paint it all one color, or do a faux finish on each stone with a blend of several colors, I would start with one color base coat you want the mortar color to be and then move to the stones. Another idea is to call a stucco company and see if they can give you a smooth finish.

I think this was just brick added to a wall so you should not need anything other than mortar but IMO this looks odd just put in the middle of a wall I would remove it

It's not recommended to lay your bricks on terrazzo tiles. If you need to build a temporary wall, you may opt for dry-wall construction. Bricks and mortar would never adhere properly to the terrazzo tiles.
