PVC pipes are not leak prone. Putting tape over joints is a wierd solution. Indian builders , contractors, engineers and owners like to live in dream land. Nobody wants to hire qualified professionals for wiring and plumbing. Most of the guys working your plumbing have no water or toilets in their homes to expect them to be finicky about your plumbing is asking for the moon. The solution is informed supervisors and a rigorous inspection schedule by both builder and owner . No plumbing job should be complete (concrete poured before two tests are done) without the pressure test using colored air followed by a full water test. Even before that reading up basic plumbing code is important. In my four year (academic)search I havent found a single professional (plumber, builder, supervisor, engineer) who knows even basic plumbing. Buy a good book on plumbing from Amazon or go to plumbing forums on the internet to learn. Coming to PVC joints PVC joints are sealed by using a PVC Primer (very similar to glue)to prepare the joint for glue. Only then PVC glue is used. I Haven't found anyone who sells PVC primer so far. Companies manufacturing PVC glue sell it along with Primer world over not in India. Probably people felt bot are the same and function similarly so no need for primer.
