you need to always check your local and IBC and RBC (if applicable) for the proper requirements for your area as well as for your construction and occupancy type but generally for residential stair risers need to be equal and max 8" and treads no less than 9 and 1/4". For commercial the max riser is 7". However even in residential try to stay close to 7" as human body and memory adjusts to a standard rise size and if it navigates too much from the memory then the navigation through the stairs become difficult and tiring. So even for residential I always recommend to my clients to stay within the 7" max with room to go a little above if need to be up to the required max (8" usually). Hope this helps.
