If you want to achieve a Spanish/Mediterranean look, you can go for a lime texture paint for the walls, add some wooden rafters on the ceiling, add a trellis with climbers to cover the duct and pipes, some wrought iron furniture for seating and you're good to go.

1. You can fix 1x 1 or 2.x.2 size morrocan design tiles on floor
2. Stucco paint in white or pastel.shade on walls
3. Hanging plans on wall

You can change the tiling and do some vertical gardening. for the seating, you can buy some small chairs as the balcony is not that wide which can fit large chairs
