Dr. Shetty, looking at your layout and primary concerns of kitchen and bathroom leakage, I would suggest tackling this issue with your building authorities first. Another alternative could be fixing this up with water proofing / chemical treatment along with your complete home interior work. The latter would be a more feasible option in terms of budget and execution. As far as budget is concerned it depends on a lot of factors like your requirements, design, detailing, finishes and materials chosen and in your case the circumstances of the home since its more than 3 years old. Once that is done list out your interior requirements and then you may call for professional estimates for those. You can do changes based on that.

As a thumb rule, one can look at 10-20 percent of property value in the interiors to justify the property. Remodelling are a bit costlier.
