It is better to ensure there is no dampness in the wall. After a thorough wall putty and sanding 2 coats of oil based primer are a good base for most wall papers. Paint is not required.
Newly installed walls should be be primed before doing wallpapers. Priming creates a smooth surface for the paper and seals the surface so the paste will not penetrate into the wall material.
Take care of the waves in the wall while preparing the base . The reason behind this is, when you finish the wall with the wall paper the waves in the wall is noticeable or the gap creates the bubbles in that particular area. Practically go for the pop putty or the gypsum sheet fixed for the perfect finish.
