You could try translucent fixed or retractable blinds as pictured below.

These cut our harsh heat and uv rays, block rain, dust and pollution, keep out pigeons and gives you privacy.

Their material is good. But works out too expensive for my balcony which is beyond my budget. Meanwhile they suggested blinds for the interior windows..

You can cover the balcony with grills and put a pigeon mesh which is easily available in the market. paint the balcony to your taste and put some hanging pots and cane swing or do some low sitting arrangement with mattresses and cushions.
