I would fix any exterior storm grading issues first. Then fixt any windows or windows wells second. Fix the sump pumps, add backup pump, backup battery and problem signal. Next may sure basement is dry and then Laticrete Hydroban floors and walls. Wait and test the moisture content of room over humid perior like after rain. If moisture problem fixed then install whatever flooring you like without damaging the Hydroban seal.
